Ayushman Bharat- Mahatma Gandi Sarbat Sehat Bima Yojana: – The Chief Minister of Punjab, Mr. Captain Amarinder Singh, announced the implementation of the Ayushman Bharat Mahatma Gandhi Sarbat Health Insurance Scheme in Punjab on the birth anniversary of Rajiv Gandhi on 20 August 2019. This scheme started from Kisan Bhawan Chamber in Aerocity is an extended form of Pradhan Mantri Ayushman Bharat Yojana. 46 lakh families of Punjab have been covered through this scheme. Under this scheme, the beneficiaries will get free health insurance benefits of up to ₹ 5 lakh in registered government and private hospitals every year.

Punjab has become the first state to provide health cover to about 76 percent of the Punjab population through the Ayushman Bharat Mahatma Gandhi Sarbat Health Insurance Scheme. While other states of the country in which the Ayushman Bharat Scheme have been implemented, only 30% of the total population is being benefited from the scheme.

The Punjab government will provide free treatment to the state’s citizens for the 1396 treatment package under “Sarbat Sehat Bima Yojana“. Through this scheme, citizens of the state will get cashless treatment in about 450 registered private and 200 government hospitals.

The Punjab government’s primary objective behind implementing the Punjab Sarbat Health Insurance Scheme is to provide cashless treatment to Punjab. Under this scheme, the Punjab government provides free health care to those poor people who do not have the necessary resources for medical treatment. Using this scheme’s facilities, the poor people of the state can get their checkups and any disease covered within the package included in the scheme, free of cost.

State’s share in the cost of Sarbat Sehat Bima Yojana

The Central and State Government will bear the expenditure on health insurance of about 14.86 lakh scheme beneficiary families of Sarbat Sehat Bima Yojana in the ratio of 60:40. The entire amount of the premium cost of the remaining 31.03 lakh beneficiary families of the scheme will be borne by the state government. Under this scheme, India’s Government will pay 60% of the expenses on the premium of 14.86 lakh families listed in the Socio-Economic and Caste-Based Census 2011 as per the PM-JAY set criteria scheme.

Apart from 14.86 lakh beneficiary families in the Socio-Economic and Caste-Based Census 2011, the Punjab government also benefited from the Health Insurance Scheme to 20.45 lakh smart ration cardholder families, 4.94 lakh farmer families, 2.8 small farmers, 46000 small traders, and 2.3 lakh laborers. Overall, 76 percent of the state’s population has been linked to this scheme.

Apart from 14.86 lakh families, the total share of premium on health insurance of other families covered will be paid by the state government. Around 4500 journalists holding yellow cards have also been covered under Sarbat Sehat Bima Yojana. Out of the total premium of Rs 333 crores under Mahatma Gandhi Sarbat Health Insurance Scheme, Rs 276 crores, 83% of the entire plan, will be borne by the State Government. The Government of India will pay the remaining ₹ 57 crores.

Sarbat Health Insurance Scheme Treatment Package-

Under the Punjab Sarbat Health Insurance Scheme, 1396 health treatment packages have been prepared by the Punjab government, under which diseases will be treated free of cost up to ₹ 5 lakh per year. Initially, the Govt had included 200 government and 450 private hospitals in this scheme. But presently, 546 private hospitals and 208 government hospitals have been registered under this scheme.

The Sarbat Sehat Bima Yojana also covers the surgical package expenses 3 days before hospitalization and 15 days after discharge from the hospital.

Even if a health insurance card is not available to a patient covered under this scheme, he can still visit Arogya Mitra by visiting the hospital listed under the scheme. A cashless facility will be provided in the same hospital by preparing its E-card.

Framers Health Insurance under AB-SSBY Scheme

Punjab Chief Minister Captain Amarinder Singh has targeted 9.5 farmers and their families under the health insurance cover for the year 2020-21 under the Ayushman Bharat Sarbat Health Insurance Scheme. Under which the Mandi Board will pay the insurance cover premium for the farmers covered under this scheme. Under this, the free treatment facility up to ₹ 5 lakh per year will be available in 546 registered and 208 government hospitals of the state.

Market committees of the state will help the farmers to get the facility of cashless treatment. The Mandi Board will receive farmers’ applications and upload the data on the portal related to the scheme, and later health insurance cards will be issued to eligible farmers. If the farmer is required to be hospitalized for more than 24 hours in an illness, then a cashless treatment facility is available through this scheme.

Under the Ayushman Bharat Sarbat Health Insurance Scheme, benefits will be provided to the head of the farmer family, husband, wife, parents, the divorced daughter, and their minor children, widowed daughter-in-law and her minor children.

Keeping in mind the Covid-19 infection, the Punjab government has announced Covid-19 insurance for Coronavirus-fighting frontline workers. The scheme includes sanitation staff, Safai Karamcharis, ward boys, doctors, specialists, Asha workers, paramedics, technicians, nurses, and other health care, workers who help prevent coronavirus infection. Under this insurance scheme, corona frontline warriors provided insurance up to Rs 5000000 in accidental condition. The plan was launched on 30 April 2020 and was applicable for 90 days.

Achievements of Ayushman Bharat Sarbat Health Insurance Scheme

  • 46 lakh e-cards have been distributed by the state government under the Sarbat Sehat Bima Yojana, so far.
  • 3.8 patients have received treatment under this scheme, so far.
  • Under the Sarbat Health Insurance Scheme, the Punjab Government has so far spent Rs 453 crore.
  • Under this scheme, the state government has registered a total number of 767 hospitals along with 208 government hospitals.
  • Various hospitals have done six thousand six hundred sixty surgeries and 3900 joint replacements under this scheme.
  • Under the Sarbat Sehat Bima Yojana, 96000 patients have been provided with a dialysis facility and 9000 cancer treatments so far.
  • The state government also covers patients infected with Kovid-19 disease.
  • Beneficiary families are being provided free treatment up to ₹ 500000 under the Ayushman Bharat Mahatma Gandhi Sarbat Sehat Bima Scheme.
  • Initially, the state government announced 1393 health packages under this scheme, which has now been increased to 1579.

Types of Beneficiaries of AB-BBSY Scheme

Under the Ayushman Bharat Mahatma Gandhi Sarbat Sehat Bima Yojana launched by the Chief Minister of Punjab, Captain Amarinder Singh, free treatment of up to ₹ 5 lakh is provided by involving different types of classes. The various categories that have been included in this scheme are as follows:-

  • NFSA Ration Card– 14.86 Lakh Ration Cardholders and 19.73 Lakh Smart Ration Card Holders listed in Socio-Economic and Caste-based Census 2011
  • Construction Worker: – 3.01 lakh construction workers listed in the state construction welfare board
  • Small Traders: – 0.35 lakh families associated with Excise & Taxation Department, Government of Punjab
  • J-Form Farmers: – 5.12 lakh J-Form holder farmers associated with Punjab Mandi Board, Government of Punjab
  • Small and Marginal Farmers: – 2.76 lakh Small and Marginal farmers associated with Punjab Mandi Board, Government of Punjab Market Committees

AB-BBSY Scheme Eligibility Criteria

To avail of the Ayushman Bharat Mahatma Gandhi Sarbat Sehat Bima Yojana being run under the PM Jan Arogya Yojana by the Punjab Government, the beneficiary has to fulfill the following criteria-

  • The applicant should be a permanent resident of the state of Punjab.
  • The application belongs to any one of the categories mentioned above included in the State Government’s notification.
  • The applicant must have a ration card.
  • No other member of the applicant’s family should have a health card related to this scheme.
  • The applicant belongs to a particular class living below the poverty line.

Sarbat Sehat Bima Yojana Registration Process

There is no need for any registration to benefit Sarbat Health Insurance Scheme launched by the Punjab Government. The state government prepares a list of beneficiaries through various authorities, adopting the Ayushman Bharat scheme’s criteria. These authorities also include those who live below the poverty line or specific type of cardholders, following the state government’s guidelines.

On the state government’s special instructions, any other category can also be included under this scheme. Presently the scheme covers the beneficiaries listed in the Socio-Economic and Caste Census 2011, NFSA ration cardholders, registered farmers in the State Mandi Boards, small farmers, small traders, journalists, and laborers with the construction sector.

How to check Sarbat Sehat Bima Yojana Beneficiary List 2021

The Punjab Government has launched a web portal sha.punjab.gov.in through the Department of Health and Family Welfare to implement the Sarbat Health Insurance Scheme, through which the citizens of Punjab have been given the facility of the scheme. You can check your eligibility for the scheme online from the official website. To check eligibility of the AB-SSBY scheme, follow the steps given below-

  • First of all, visit the official website of the Punjab Health Department plan.
  • The home page of the web portal of the Department of Health and Family Welfare will open.
  • Move your mouse to “Citizen Corner” from the various options given in the Navigation Menu of the home page.
  • Sub Menu will open in front of you, in which three options will appear. From there, click on the option of “Check for Eligibility in Scheme“.
  • A new page of Search for coverage under AB-Sarbat Sehat Bima Yojna (AB-SSBY) will open on clicking.
  • There are two types of options to check eligibility on the new page (i) Search by Aadhaar No./ Smart Ration Card No./ PAN No./ Construction Worker ID No./ Journalist ID No. & (ii) Search by Name.
  • If you have selected the option of Search by Aadhaar, Smart Ration Card, Construction Worker ID, Generalist ID, then fill Aadhaar, Smart Ration Card, Construction Worker ID, Generalist ID as available with you.
  • After filling in the given captcha code, click on the search button, the eligibility report will display based on the information provided by you.

  • Move your mouse to “Citizen Corner” from the various options given in the Navigation Menu of the home page.
  • Sub Menu will open in front of you, in which three options will appear. From there, click on the Location for E-Card Generation option.
  • On clicking, the page for Search for Stationary locations for generating e-card cards (Health cards) under AB-SSBY will open.
  • To check the Common Service Center on the new page, select your district from the dropdown list in the given Column and click on the search button.
  • Clicking on the search button, a list of all the common service centers located in the district you have selected will appear on the screen of your system.

  • The home page of the web portal of the Department of Health and Family Welfare will open.
  • Move your mouse to “Citizen Corner” from the various options given in the Navigation Menu of the home page.
  • Sub Menu will open in front of you, in which three options will appear. From there, click on the option for Cheek for Disabled AB-BBSY E-Card. A new page will open as you click.
  • To check Disabled AB-BBSY E-Card on the new page, enter any ID of your choice from the option of entering AB-SSBY e-card/health card number or Ration card no / PAN number / Registration ID / Trader ID.
  • Fill in the captcha code below and click on the search button. The disabled status report of your card will display on the screen.

Procedure To Search Empanelled Hospitals

  • First of all, visit the official website of the Punjab Health Department plan.
  • The home page of the web portal of the Department of Health and Family Welfare will open.
  • Move your mouse to “Hospitals” from the various options given in the Navigation Menu of the home page.
  • Sub Menu will open in front of you, in which three options will appear. From there, click on the option of Em-panelled Hospitals.
  • On the new page, select Type of Hospital, select your district from the dropdown list, click on the search button.
  • EImpanelled report of Disabled Status of selected Type of Hospital related to the district you have selected will display on the screen.
